As part of the Department of Defense's mandated Resident Pay Utility Program, Residents are only responsible for paying for excessive electricity consumption above their home's pre-determined baseline. An electric usage "baseline" is determined for each and every floor plan on Fort Hood using the Department of Energy's II Model ("DOE II") method. This method utilizes over 72 different lifestyle and mechanical criteria to determine what your home's fair and realistic average kilowatt hour consumption should be each month. This method even accounts for real-time high and low temperature days each month throughout the year.
For more detailed information on the management of the Department of Defense's Resident Pay Utility Program at Fort Hood, please visit the Utilities tab in this website.
The housing is leased and managed by a private company. Service members will sign a lease. Service Members receive Basic Allowance for Housing (BAH), however, under privatized housing the BAH is paid to the landlord through the standard BAH forfeiture process.

Arriving Residents
As a resident of housing at Fort Hood Family Housing LP, each active duty Service Member in a rental home is provided with renter’s insurance while a resident occupant. This insurance provides a limited amount of coverage for personal property and may be extended to cover the personal property owned by family members and guests while it is on the resident’s premises. The renter’s insurance program also provides personal liability insurance.
This coverage does not extend to any liability arising from the use of motor vehicles nor does this coverage extend to any liability arising from assault and batteries, and/or the operation of a home business including day care services. Each Service Member is encouraged to supplement this basic renter’s insurance based upon their own assessment of the amount of property or liability coverage needed to protect their own interests.
As this coverage is provided to you as part of your basic allowance for housing, we encourage you to seek supplemental coverage. There are numerous insurance companies that offer additional limits for contents and personal liability insurance. A Service Member’s estimated value of their property (i.e., household furniture, jewelry, clothing, and other personal property) may exceed the coverage limits of this Renter’s Policy. Certain articles including, but not limited
to jewelry, securities, watches, furs, silverware and firearms are subject to policy sub-limits.

Departing Residents
No. The FHFH Clean does not include the cost of a carpet shampoo or removing carpet stains.
Residents have three (3) cleaning options:
Residents may clean the house following the "FHFH Cleaning Guidelines" sheet provided to residents when scheduling a notice to vacate.
Residents may hire a contractor to clean the house prior to the Termination Inspection. A list of authorized cleaning teams is provided to residents when scheduling a notice to vacate. All negotiations will be strictly between the resident and the cleaning team.
Residents can opt to have FHFH clean the house. Prices are provided to residents when scheduling a notice to vacate. Since the house may not be cleaned until after maintenance, floors must be swept and spilled food must be removed. The cleaning charge must be paid in full with a money order or credit card to your community administration office prior to the Termination Inspection. SM will show receipt of payment at Final Inspection.
Yes. All residents of Fort Hood Family Housing must obtain a receipt showing all items are cleared and turned in. All residents must show this receipt to the inspector at your final termination appointment. The Lawn and Garden Center is located on Warehouse Ave. and 77th St. off of Tank Destroyer BLVD.
Once you decide to move (receive PCS orders, retire, move off post, etc.), you must give a 30 days written notice to Fort Hood Family Housing. Notices may be submitted at your community administration office. Once the notice is filled out, a community representative will set an appointment with you for a pre-termination inspection and a final termination inspection. PCS/ETS/Chapter/Retirement Orders received less than 30 days advance notice will authorize release of the resident on a case by case basis with proof of orders listed above.
